Martin Splitt from Google confirmed that Google Search doesn’t measure title tags by the variety of pixels. He stated “that was a joke” when it was talked about within the dwell model of the Search Off The Document podcast.

In that very same podcast, which we covered over a month in the past, Gary Illyes of Google did clarify that Google does use greater than what you see with the attention in your title tag. “Is there worth in having title tags which are longer than the displayable textual content within the search snippets?” was requested and Gary Illyes stated “sure.”
So no, Google doesn’t measure your title tags by pixels.
